Brief introduction of SCM
Established in 1958, Guangdong Provincial Institute of Metrologyis the highest technical authority in the field of metrology in Guangdong Province, and is also the technical entity of South China National Centre of Metrology (hereinafterreferred to as SCM), one of the seven major region-level national legal metrology institutes in China. SCM serves as a key link between the National Institute of Metrology (NIM) and provincial/municipal institutes of metrology in the National Measurement System of China.The main tasks of SCMare as follows:SCM Dongguan Campus
SCM Dongguan Campus, located in Shipai Dongguan, started its construction in November 2008 and was inaugurated in October 2011. The whole campus covers 100,000m2 in size, and the first-stage project has completed 49,000m2 gross area.The campus was designed by He Jingtang, Academician of Chinese Academy of Engineering, master of the Lingnan (traditional Guangdong style) architecture, who was also the designer of China Pavilion in Expo 2010 Shanghai China. The architecture style of Dongguan Campusis based onChinese Red, which combines the Lingnan style and modern elements. The campus is divided into 4 main functional areas, including office area, laboratory area, logistics service area and landscape area, with a total lake area about 8,000m2 and green area about 42,000m2.The campus also enjoys the developed transportation network of Dongguan city and the favorable environment of nearby Dongguan Eco-industrial Park.SCM has set up a number of national centers and laboratories in Dongguan Campus, and developed the capabilities on EMI/EMC testing, large-diameter flowmeter (water, oil and gas) calibration, acoustical testing, dynamometers and load cells calibration, rubber bearings and material testing, reference materials researchand chemical testing, etc. SCM Dongguan Campus is becoming more and more important in serving the development of Guangdong’s pillar industries such as electronic industry, electrical appliances industry, automotive industry, petrochemicals industry, construction industry, etc.Aerial view of SCM Dongguan Campus, completed in 2011

n Fluid Flow Laboratory (A8)
The Fluid Flow Laboratory consists of water flow laboratory, oil flow laboratory, gas flow laboratory, National Type Evaluation Laboratory of Water Meters, water meters verification laboratory and gas meter verification laboratory. Hence, it can fully meet the needs of trade transactions of natural gas, oil, water and other fluid in South China, and provides technical support to measurement in the West-East Gas Pipeline Project and the LNG project in Guangdong.
(1) Gas Flow Laboratory
Using the negative pressure method, the critical flow Venturi nozzle gas flow standard deviceconsists of critical flow nozzles (as main standard device), liquid ring vacuum pumps (as power system), control systems and pipes. Currently, this standard device has the largest test diameter and the widest measuring range in China.
l Measuring Range: (1~7,000) m3/h
l Expanded Uncertainty: Urel=0.25% (k=2)
l Test Diameter: (15~400) mm
l Capable of verifying gas flowmeters types: vortex flowmeters, turbine flowmeters, ultrasonic flowmeters, volumetric flowmeters, float flowmeters, mass flowmeters and differential pressure flow meters.
(2) Water Flow Laboratory
As main standard devices, piston volume tube and turbine flowmeters, which have the highest accuracy, are used to test the flowmeters. The test diameter, measuring range and accuracy of the standard devices all rank No.2 in China, covering most of the water flowmeter types.
l Measuring Range: (0.6~3,500) m3/h
l Expanded Uncertainty: Urel=0.05% (k=2) with piston volume tube as standard, Urel=0.1% (k=2) with turbine flowmeters as standard
l Test Diameter: (15~800) mm
l Capable of verifyingwater flowmeters types: mass flowmeters, volumetric flowmeters, turbine flowmeters, vortex flowmeters, electromagnetic flowmeters, ultrasonic flowmeters, rotor flowmeters, water meters and tank trucks.
Force Laboratory (A9)
The Force Laboratory provides verification and calibration to load cells, hydraulic jacks, dynamometers and other force measuring instruments up to 30 MN, as well as mechanical properties testing to rubber bearings and large structural components. It also carries out research on realization of large force scale and investigation of force standard machines. The Force Laboratory has developed a 10 MN force standard machine with:
l Principle: hydraulic amplification
l Direction of Force: compression, tension
l Expanded Uncertainty:Urel=0.03% (k=2);
and a 30 MN force standard machine as well as a material testing machine with:
l Principle: build-up
l Direction of Force: compression, shearing
l Expanded Uncertainty:Urel=0.1% (k=2) with build-up reference force transducers, Urel=1% (k=2) without build-up reference force transducers.
l Expanded Uncertainty:Urel=0.03% (k=2);
and a 30 MN force standard machine as well as a material testing machine with:
l Principle: build-up
l Direction of Force: compression, shearing
l Expanded Uncertainty:Urel=0.1% (k=2) with build-up reference force transducers, Urel=1% (k=2) without build-up reference force transducers.
Acoustic Laboratory (A6)
The Acoustic Laboratory, which includes a semi anechoic chamber, a full anechoic chamber, a reverberation room, a soundproof chamber and an audio visual room, is the top acoustical testing laboratory in South China. It mainly provides precision testing to all kinds of acoustic products, and aims to improve the product quality as well as the competitiveness of electro-acoustic industry and sound insulation material industry.
n EMC Laboratory (A7)
The EMC Laboratory includes a 10m semi anechoic chamber, a screened room and kinds of EMC/EMI testing systems.It has become a key support in testing capabilities for new energy vehicles, information technology, home appliance and other strategic emerging industries in Guangdong Province and South China.
Reference Materials Laboratory (A3)
The Reference Materials Laboratory has a total area of 1,600m2, and is the first reference materials R&D laboratory setted up by legal metrology institutes in South China. It focuses on developing reference materials for chemical measurement and testing, environmental protection, material analysis, medical testing, public health, biotechnology, information engineering as well as precision manufacturing.
